Description
 
The Open Institute is currently seeking interested qualified candidates to fill short-term positions of 4 Field Supervisors, 20 Data Collectors and 8 data entry operators for its "Structuring Partnerships for an Innovative Communications Environment (SPICE)" program funded by USAID. The purpose of SPICE program is to build on partnerships between technology-oriented civil society organizations (CSOs) and private sector entities to utilize existing technologies to promote and deliver a greater diversity of information to the public, improve communications in Khmer using mobile devices, and increase the capacity of CSOs to use social media for development purposes. Field Supervisors and Data Collectors will participate in data collection process of the "Study on usage of mobile phones and Khmer language in Cambodia" under the supervision of Open Institute researchers. The study aims at determining the knowledge of Cambodians, their habits and their attitude towards using the Khmer language in their cell phones, as well as the ability of their cellphone to display and enter Khmer Unicode. The data collection process - through questionnaires - will take place from 27 August - 4 September, 2013. Data entry will take place from 9 to 14 September.
 
Roles, Duties and Requirements
 
1. Field Supervisors
 
Roles and Duties:
 

  1. To have a good understanding of the goals of the study and of the questionnaires.
  2. To help data collectors understand their responsibilities and master the necessary knowledge and skills to carry out the survey.
  3. To inform local officials (village chief) in order to get permission for the data collection.
  4. To observe data collector interviews during data collection to ensure consistency and quality throughout the survey and to identify areas of weakness. To review completed surveys at the end of each day and to meet with data collectors to resolve any questions or problems.
  5. To lead the team to conduct the survey at the correct selected sites. To ensure the data collection is completed upon the schedule with high quality and accurate information.
  6. To foster team spirit and mutual respect among team members.
  7. To keep the team and questionnaires safe and secure.

 
Requirements:
 

  1. University graduates or students in social science, information of technology or related areas.
  2. Experience in leading a data collection team conducting surveys through questionnaires.
  3. Willing to travel to provinces, having sometimes to stay at villages.
  4. Good at building communication and maintain relationships.
  5. High-responsibility, management skills and strong commitment.
  6. Have a camera or a cell phone capable of taking pictures, and know how to transfer the pictures to a computer.

 
2. Data Collectors
 
Roles and Duties:
 

  1. To follow the instructions and obey their Field Supervisor while conducting the survey.
  2. To conduct the survey only at the selected-sites.
  3. To have a clear understanding of the questionnaires and to conduct the interviews according to survey procedures.
  4. To ensure that the questionnaires are completed with high quality and valid information.
  5. To review the questionnaires before finishing the interview and again before submitting them to the field supervisor.
  6. To meet each evening with the field supervisors to review the day's work, and to obey any instructions that are given for the continuation of the work.

 
Requirements:
 

  1. University students or graduates in social science, information of technology or related areas.
  2. At least 1 year experience in doing quantitative data collection.
  3. Willing to travel to provinces, having sometimes to stay at villages.
  4. Good communication skills.
  5. Have a camera or a cell phone capable of taking pictures, and know how to transfer the pictures to a computer.

 
3. Data Entry Operators
 
Roles and Duties:
 

  1. To keep track of all data received from the researchers.
  2. To prepare, identify and encode data to be entered.
  3. To confirm the accuracy of data and to contact researchers to resolve questions, inconsistencies or missing data, if necessary.
  4. To enter in the selected application the data from the questionnaires.
  5. To review data entered by comparing it with the questionnaires, making the necessary corrections.
  6. To maintain all information confidential .

 
Requirements:
 

  1. University students or graduates in social science, information of technology or related areas.
  2. Experience in entering data within software application; having used EpiData or SPSS Data Entry Builder is an added value.
