Khmer Software Initiative

Javier Sol�is the Coordinator of the KhmerOS Initiative, a distributed open project aimed at producing and deploying Free and Open Source software (FOSS) in Khmer language (the main language of Cambodia). The project - started in 2004 - is hosted by Open Forum of Cambodia, a local NGO based in Phnom Penh that has a long history of supporting advance in communication and information exchange in the country.

He is also co-director of WordForge, a project that attempts to facilitate FOSS localization (translation and adaptation of software to a country's local customs, such as number or date formats) by producing state-of-the-art tools and work processes that will permit small countries to produce free high-quality software in their own language without requiring highly trained human resources.

He is also managing a smaller project to develop an Open Source Localization Toolkit addressed to assist small economies that wish to start software translation and localization projects by creating documentation on the process that needs to be followed for such work (this project started prior to WordForge, and the results will be integrated in it). As part of this work, he documents some FOSS projects to facilitate their localization (such as OpenOffice 2.0). He is interested on finding working strategies for wide distribution of Free and Open Source software in poor countries.

Javier was formerly the Director of the Spanish Internet Users Association, where ‑for seven years- pushed the development of Internet in Spain through participation on Internet related legislation, coordination the creation of an Internet Exchange Point in Spain and other work directed at improving the service to Internet users. Helping telecommunication companies to work and compete under better conditions, empowering them to offer better conditions to the users.

During that time, he participated very actively in the creation of ICANN, the international entity that now manages the shared resources of the Internet worldwide. As part of his work at ICANN, he chaired the committee that decided the creation of new international Internet domains (such as .info).

Prior to his work around the Internet, Javier Sol�has worked for four years (1984-1985 and 1988-1989) in Paris, France, as a researcher on Artificial Intelligence for BULL S.A., Frances largest computer company, a later in Spain as Director of a software development company that did strategic and software development work for Spanish corporations as well as for the European Commission.

He has taught at seven different universities, including three Spanish universities, the Ecole Central and Ecole d'Arts et Metiers in Paris (two of France's most prestigious universities), Ohio State University and -finally- Boston Universitys overseas MBA program, where he taught Strategic Impact of Information Technology. He is now an ocasional lecturer in the Linguistics department of the Royal University of Phnom Penh.

He speaks fluently Spanish, English and French, and has a working knowledge of Khmer. He holds a BSc degree from Duke University (1984, North Carolina, USA) and a Masters Degree in Computer and Information Sciences from Ohio State University (1987, Ohio, USA).
